Both the Loyalists and Republicans put up memorials to individual paramiitaries or teams of them who "had something significant happen to them."  In Robert Dougan's case, he was killed by members of the Provisional IRA because he was viewed as a leading member of the UDA and involved in its own campaign of sectarian killings and other such nastiness.  The Provos never acknowledged responsibility for killing him but unlike in other cases, they never denied it either..."Quis Separabit" means in Latin, "Who will separate us" and is the motto of the Ulster Defence Association.
